Dalton Irrigation District Weighs $8.1 Million Upgrade, Residents Face Thousands in Costs

The Dalton Irrigation District is considering an $8.1 million infrastructure overhaul that could cost individual property owners thousands of dollars, following a town hall meeting held this week at City Hall in Coeur d’Alene. About 60 residents turned out to hear details on a project that would address irrigation infrastructure last significantly upgraded in 1954.

An Aging System Decades Overdue for Repairs

The district’s irrigation infrastructure has seen no major remodel since 1954, with only routine preventative maintenance conducted in the early 2000s. District officials began laying the groundwork for an upgrade in 2023, commissioning a water supply improvement study and searching for available funding sources.

Project Manager Jon Baune emphasized the long-term value of taking action. “I hope people see the value of irrigation,” Baune said, underscoring why the district has invested significant effort in informing landowners before any formal decisions are made.

Danielle Quade, an attorney with Hawley-Troxell advising the district, noted that participation so far has been purely informational. “Everything done thus far has been voluntary by the district to educate their patrons,” Quade said.

Cost Details and Grant Funding

If the project moves forward, property owners connected to the irrigation system would shoulder a substantial portion of the expense. Estimates place the cost between $5,000 and $6,000 per acre, meaning a resident with five acres could face a bill of roughly $25,000.

The district has applied for three state grants to reduce the financial burden on landowners. One grant has already been used to fund the initial water supply study. The remaining two grants — valued at $1.37 million and $1.41 million respectively — would together cover approximately 35 percent of the total upgrade costs if awarded.

The proposed local improvement district would cover around 942 acres, encompassing all properties tied into the existing irrigation infrastructure.

What Comes Next for Dalton Gardens-Area Residents

The district is expected to adopt a preliminary resolution on June 8 to formally establish the local improvement district. Final approval could follow by late June, setting the stage for the project to advance.
