Kootenai County Commissioners Debate Hayden’s $1 Million Police Contract

Kootenai County commissioners debated a proposed month-to-month law enforcement contract with Hayden on Tuesday. The agreement would pay the county $1 million for five patrol deputies, one detective and one animal control officer. The contract would cover wages, overtime, insurance and overhead.

County Finance Director Brandi Falcon estimated the services would cost about $1.2 million, leaving a projected $257,000 deficit under the proposal.

The agreement would require detailed overtime documentation and monthly reports describing law enforcement activity in Hayden.

Hayden and Kootenai County Officials Debate Terms

Hayden’s previous $1.2 million sheriff’s office contract expired Sept. 30. The Hayden City Council voted not to renew it for fiscal year 2027. The Kootenai County Sheriff’s Office remains obligated to enforce state law in Hayden.

Hayden City Administrator Lisa Ailport said the proposed arrangement addresses the city’s concerns. She also said, “The city is willing to put skin in the game here.”

Sheriff Bob Norris recommended that commissioners consider Hayden’s proposal during the Oct. 20 meeting.

Commissioner Bruce Mattare questioned whether the county should subsidize another taxing district. He said, “I think that’s more that I’m certainly willing to go,” while expressing concern that Hayden may seek to build its own police department with county taxpayer support.

Commissioner Leslie Duncan challenged Mattare’s position and said she was confident Hayden leaders want to continue contracting with Kootenai County.

The Hayden City Council is expected to consider creating a director of public safety position.
