Spirit Lake Approves $3.2 Million Sewer Expansion to Support Residential Growth

The Spirit Lake City Council voted unanimously Tuesday to approve a $3.2 million sewer system expansion project that will extend municipal sewer service to approximately 180 homes in the growing residential areas south and east of the city center. The project, funded through a combination of an Idaho Department of Environmental Quality loan and developer impact fees, addresses a long-standing infrastructure gap that has constrained Spirit Lake’s ability to accommodate new development while protecting water quality in the adjacent lake.

Spirit Lake, a community of approximately 2,400 residents on the shores of its namesake lake in northwestern Kootenai County, has relied primarily on individual septic systems for wastewater treatment. As residential development has intensified along the Highway 41 corridor connecting Spirit Lake to Rathdrum and Post Falls, the density of septic systems in some areas has raised concerns about groundwater contamination and potential impacts on the lake’s water quality.

Why Sewer Service Is Critical for Spirit Lake

The Idaho Department of Environmental Quality identified several neighborhoods in the Spirit Lake area where septic system density exceeds recommended levels for the local soil conditions. In a 2024 assessment, DEQ found elevated nitrate levels in groundwater monitoring wells near the lake’s southern shore — an early indicator that septic effluent may be reaching the groundwater table and potentially the lake itself.

Mayor Gordon Schwalbe said the sewer expansion is both a public health investment and an environmental protection measure. “Spirit Lake — the actual lake — is our community’s most valuable natural asset,” Schwalbe said. “Protecting its water quality isn’t optional. It’s essential for our quality of life, our property values, and our future.”

The expansion will install approximately 4.5 miles of new sewer main lines, three lift stations, and connections to the city’s existing wastewater treatment facility, which was upgraded in 2020 with capacity to accommodate the expanded service area.

Funding Without Raising Property Taxes

The $3.2 million project is funded through a 20-year low-interest loan from the Idaho DEQ State Revolving Fund ($2.1 million) and impact fees collected from new residential development within the expansion area ($1.1 million). The loan carries a 1.75% interest rate — significantly below commercial borrowing costs — and will be repaid through sewer service charges assessed to connected properties.

Homeowners in the expansion area will pay a connection fee of approximately $3,800 per property and monthly sewer service charges estimated at $55-65, comparable to rates charged by other small Idaho communities with municipal sewer systems. The connection fee can be spread over 10 years through a property assessment, reducing the upfront cost to approximately $32 per month.

Construction Timeline

Construction will begin in June 2026 and is expected to take approximately 12 months, with most work occurring along existing road rights-of-way. Temporary road closures and detours will be necessary during pipe installation, though the city has committed to maintaining access to all residential properties throughout the construction period.
